prolly a used lift bro.. but that big of a lift used or not is still gonna be expensive.. thats why i dont have an 8 inch lift yet lol. and your gonna have to do axles, brake lines, sye, maybe driveshafts. Im sure theres more but thats all i can think of right now. Its gonna be a lot of money

38's? If your on a limited budget i would shoot for some 33's or 35's those would be easier to get to.. the 38's will be a TON of extending different things. 33's can be reach with some trimming and some lift blocks.

You can use some S10 springs to make a bastard pack on the back end with one inch spacers, with new u bolts and extended brake line, and new shocks for the back. The springs will be whatever you pay at the JY. You can make a bracket or buy one from Howler GT on this forum to take care of the brake line. Or you can settle for 5" and save a few bucks. Shocks, I bought mine new but you might find some at the JY you can make work one way or another. You will have to get a SYE for around $200 bucks and use a front drive line for a rear shaft.
I only know of one way to do the front that high, buy the coils. But you will need a new track bar and some shocks, upper and lower links or just get preferably a control arm drop kit.
Then you will have to start trimming your fenders. That is as cheap as it gets.

Do you already have the rims and tires? Cause in my experience the rims and tires end up being one thing that is expensive that you can not get around. 35" tires new are like $200 a piece at the least. 33" are high also but a little more feasible. If you are going to do a lift do not go lower than 4.5", with that lift you can do ALOT.
