Wiring Problems

The 1989 2 door Cherokee I bought had been broken into before I bought it and they failed at taking it. They punched the column so the previous owner rerouted the wiring to make it start. Now I'm puting a new column in and trying to correct the wiring. It looks like he wired the red ignition wire along with 4 new relays. I hope removing those and installing a new column will fix it.
Questions:
What is the small module that attaches to the lower, left, front dash pannel with velcro? Mine has the black connection unhooked so I'm assuming the previous guy did something where it's not used.
Is there a special way to attach the neutral safety cable to the ball on the column? Mine is an automatic.
Is the connector (pic 5) that goes behind the dash center for defrost switch?

3) Fog light switch converted to ignition & Defroster converted to starter
4) Unknown Module that I think is wiper delay module Oh...it looks like wires are connected to the right side, but those are below and not attached.
5) Unknown Connector for defrost or fog switch. Goes under dash center by heat controls so might be defroster?

I searched the internet and does it sound correct that the velcro module could be the wiper control module? Again, it's up behind the dash to the left of the column. I'll attach some pictures of the mess I'm dealing with in a bit!
