Wipers come on with lights. help

Wipers come on with lights. help
So i was driving my 1993 xj today and my wipers just came on but i turned the lights off and they stoped and them i turned the the lights back on and they started again. Anybody know what the heck is going on. And also i need a fuse panel diagram. thanks
