Wiper Will not Work

Wiper Will not Work
Does anyone know what is wrong and how to fix this?
I drive a 1994 xj sport; and my wipers quit working today. The wipers will turn on and raise up all of the way, but only come down about half way. This is like this on all of the wiper settings. In order for the wipers to go down all of the way I have to push them down manually. All help is greatly appreciated.
Also, I really don't know much about cars; but, can fix most things when I use the repair manual.
BTW: It has been raining everyday for the past week so I need this fixed soon. Thanks.
