Tough to tell from the pictures but is that chrome or just metal under the black? Maybe see if you can just get all the black off.

I just painted my XJ and had to deal with this very thing. I scraped off all the loose bits (take it all off if practical), and then ran 500 grit sandpaper across the shiney bits. Then I used this after some etching primer:
It worked great and is a really good match. I put three pretty heavy coats on and it builds up nicely just like the original finish.

Those pieces come off quite easily. I painted mine with satin black Krylon fusion. Just because it's what I had at the time and it stuck well. Been on there like 4 or more years. Just cleaned them well first. Just be gentle with them. They're aluminum or something soft and will deform easily probably.
