Default Whistle when I let off the throttle

I have an 01 Cherokee Classic. When I am driving down the road and left off the throttle I hear a loud whistle. It doesnt always happen but when it does it usually does it every time I let off the throttle.
Someone before has mention that it could be the intake manifold squeeling but I am pretty sure that it is not this.

The noise is coming from the passenger side, under the dash. Does anyone have any ideas?

Has the TB, been cleaned recently? If not, could be a ring of carbon/gunk stopping the throttle blade from seating properly.

I have never cleaned it since I have had it (under a year).
Would the noise be coming from the passenger side floorboard area?

It also seems to be dependent on the weather. If its really cold you never hear it, if its warm weather you hear it all the time. IDK?

Check for vacume line leaks under the dash. Your vacume pressure is highest when you let off the gas going down hill especially so that's where I'd start. Diagnose it by seeing if all your vent settings work

its your blower motor. maybe going out. but prolly cuz its cold

Passenger side makes me think a/c and heater vac lines. The blower motor itself won't whistle. That will have more of tick to it and all your air flow settings won't work. Does it do it even when you don't have the a/c or heat on?

I have the same problem with my 00, but it only happens at highway speeds. And I think mines coming from the drivers side, weird.

I still can't figure out mine either man so I know the feeling lol

Yes it has before but I usually have the heat or air on. When it starts doing ut again I will cut the heat off and see if it effects it or not.

Nope its not the belt....its more like a whistle. It sounds like its coming from the passenger floorboard area
