Where is fuse box?

I need to replace the flasher relay but cant seem to find the fuse box. I am probly over looking it somehow. I drive a 1989. Where is it?

I was looking there but couldnt find it. I was in a rush so I must have overlooked it somehow lol. Thats where I figured it would be.

it should be velcro'd on to the lower part of the dash. you have to get upside down in the seat almost to see it
