When we cover it my idle goes down to ~250 rpms. Where is it supposed to go?

My guess is this..........

the fuel tank has two evaporation lines, if yours is a 90 cherokee, maybeo you only have one, I know on my 91 the fitting on the intake has the lines from the fuel tank evaporation going to it. maybe its for solid fuel vapor delivery prior to injectors feedding mist to the cylinders for detonation, I dunno. got a shop manual? they are usually pretty good about the intake vacuum stuff.

it went to the vacuum harness that should be there then came out other side around to the vacuum operated door on bottom side of air filter box

Well on my 90 XJ, part of the CCV vacuum harness (which yours appears to be missing) plugs into that.

Fine, it doesn't look like MY Renix.

That vacuum makes a u-turn and goes right back into that molded vacuum line organizer thing that I have and you don't then off behind the filter box which I have and you don't.

Regardless, this is where that vacuum line goes...

follow it again it goes to the baffle in the air filter box

That's a vacuum leak none the less. Fix it, then correct your (then), very low idle back to stock RPM.

either way make sure theres at least a plug on it
