does this act as a locker without the accual locker instalation?
is it just push button locking? and traction with both rear wheels with the push of a button?

no. it gets rid of the vacum actuator in pre 91 models

That is for older (Renix) Cherokees with the Vacuum Disconnect Dana 30.
In these models, the passengers side axle is a 2 piece design which is disconnected while in 2wd. When you put it in 4wd vaccuum is sent to the actuator, which connects the passengers side axle, allowing the front tires to spin. This gets rid of the (sometimes problematic) Vac Disco. System and replaces it with a manual cable system.

That lets you convert your vacuum disconnect dana 30 front axle into a pushbutton style activation
