Question What to do now???

Ok here's my next hang up on putting my lift on...What's my next move on getting the rest of the broken bolt & nut off??? Dont have welding stuff just basic tools. I do have a 4.5in angle grinder. Oh this is the driver side leaf spring btw. I was thinking cut off the remaining bolt flush but dont know if that will give it room to come out??? Let me know what yall think and any suggestions!!

Wedge something behind the bolts head, then cut it. If its still to big to come out hold the head with some needle nose vise grips while someone else drills into the bolt to shorten it. If that makes any sense!?!?
