put on a front stock bumper with my tow hooks it like an < an inch.

b oblong the holes

Use an alighnment bar to line up the holes and just bolt it up to the stock location. 3 holes on either side for the stock bumper. Don't know exactly where the factory tow hooks bolt up to.

mine was all bent out of shape so i went with option A.
