It is an external air source for your catalytic converter. Just ignore it. Mine has one too. It is capped off and acts like it not there.

I think its a cat warmer(not attached), when i went to buy my headers. they ask me if i had a Cat warmer, and they explained if you have a hose comming out of your cat, then its a cat warmer

I am going to assume you are refering to the tube.
That is an A.I.R. tube.
This is for Cherokee motors that have an A.I.R. pump. Mainly the 2.5's and the 2.8's (Not ALL had them.)
A.I.R. pump pushes air (duh) into the cat to help burn off those unwanted fumes. Which ones? I have no clue.
If your XJ does not have an A.I.R. pump/system, do not worry.
That is why the manufacturer of this specific cat caps the tubes so they can market it for either model (kinda universal fit. almost)
