in my center console there's a silver "on,off" switch, i assume its from a fan from the previous owner but it does not do anything

If's just a switch installed by a previous owner it could be for anything. If turning it on & off doesn't show you what it's for then the only thing I would suggest is pull it out and follow the wire to it's destination.
