Weird front brake problem 99XJ

Default Weird front brake problem 99XJ
Barely touch the brake pedal at any speed below 30 and the front wheels lock up. Everything looks normal. No ABS on this rig.

Ideas?

How are the rear brakes? Are the good and adjusted? If the rear are bad the front will be doing all the work. Other thing could be your master cylinder or less common the proportioning valve.

possible master cyl. most have two chambers inside, one for front and one for rear. How is the brake fluid. any fluid leaking around rear brakes or front rotors.

No leaking, rear brakes AOK, or at least they are adjusted and seem to work too.
