Seeing as how these have multiple mounting points, would they work to strengthen the chassis and prevent flex?

I know something like this would be more appropriate, but I like that the rock rails also provide some protection.
I have a 99 2door, and would like to keep it straight for years to come.

I guess they could add something but I wouldn't say they'd be much for strengthening the unibody.
The best thing you can do is plate the unibody with the parts in your link and/or add a cage.

Yeah.... bolting to the pinch seam (?) probably doesn't provide the best "grip" to "hold" the chassis in place.

If you're looking at body stiffeners just get some. They will be way cheaper. If you can weld then it'll be even cheaper. Even if you get someone to weld it in for you it'll still be cheaper than $400+ rock sliders.

The most those would be useful for on any XJ that's ever seen salt would be for ripping the rocker apart faster.
"Real" bolt-on rock sliders attach to the pinch seam AND tie in to the uniframe rails. Then you'll get some rigidity. For more go for the proper weld-on frame stiffeners like others suggested.
