I do have the multi-meter, but I replaced the fuse with a new one, and it's still not working. I'm at my wits end, and don't know where to come from here with these turning signals.

You are a life-saver as usual. We went to Pull-A-Part yesterday, and my son grabbed some turn signal relays. That was the issue. When he swapped them out with the flasher relay he realized he didn't hear that click you were talking about so he figured a relay was needed.
Sorry for the slow response time, but with our schedules it took a minute to coordinate everything.

I believe the emergency flasher has to work all the bulbs, not just one side. So It has a separate flasher and some different wiring. Did you check fuses...
