truck revs and rattles while in park?

once in a while, while in park the jeep revs to about 2000 rpms then off up and down while the jeep shakes and rattles a bit, ive been told it may be a dirty fuel filter and the jeeps not getting enough fuel any ideas? and also does anyone know why it takes me 10 mins to fiddle the key to get it to start? is that from the cold?

The key problem is either lock cylinder itself, the electronic switch behind the key, or the starter solenoid. If the starter clicks a few times before starting, it's probably the solenoid.
