Transmission Wont Shift Properly After Smog

So I got my Cali Smog done the other day. Good news is the truck passed with flying carpets. The bad news is now my transmission isn't shifting past 2nd gear.
The first night I removed the battery cables, and reset the PCM. I also removed the plug from the TCM and sprayed it with electronic cleaner. After that the transmission worked fine.
After a day or so it began doing the same thing. Tonight I unplugged my battery again, reset the PCM, but didn't do anything with the TCM and the problem still persists. Tomorrow I will try my original ritual and see what happens.
I'm thinking TCM. How do I test it?

Grab a TCU from a JY. 88 to 90.
Or come over to my house and borrow one of my spares.
