Default Transfer Case problem (NP231)

I just got into the jeeping world and bought a 96 XJ with a blown head gasket that my step dad and I rebuilt.
Eager to go wheeling with this stock vehicle it came to our attention that I cant shift into 4Lo......
Please HELP!!
When I try to shift into 4Lo it grinds and wont go from 2Hi to 4Lo..we messed around with it for about an hour but it doesn't have the full range of motion from 2Hi to 4Lo and gets caught up on a bracket.

All help is greatly appreciated!

Have you been shifting from 2Hi to 4Hi, the put the Tcase and Transmission in Neutral, then shift down into 4Lo?

When I'm sitting in the driveway and try to shift from 4hi to 4lo, there's a bar that gets hung up on the screw heads to the bracket in the firewall. It won't allow full range of motion no matter how I adjust it. If I adjust to go into 4lo, it won't go all the way to 2hi. The bar going across is completely seated in the bracket on the transmission. I've tried to pry it away from the firewall to see if it will move but it won't budge. Here's a photo.

I'm not an expert, but the first time I went into 4Lo, I had to really pull the t case lever.

I've tried both but no luck..thanks for your help.
We think the previous owner replaced a part that wasnt the correct part so were gonna fool around with that.

I believe you said you've tried verifying but for giggles, have you jeep roll at able 5-7mph and shift on the fly to 4hi. Then when that engages shift tranny to neutral as you rolling, not always easy and after you shift tray in neutral then shift your TC the rest of the way. Chances in this may not work but like 01cherokeexj said I had the same issue and by the time winter was over y 4lo was working great since I exercised it so much
