TPS problem?

TPS problem?
Hello I’m a new Cherokee owner 2000’ GC 4.7L with 150k miles. Really enjoy driving it. Do have a slight problem that I’m thinking might be TPS but would like some confirmation. When I start it (hot or cold) it immediately shoots up to about 2k RPM’s then slowly drops to about 800 but surges a bit… upto about 1,000. Is it safe to assume it’s a TPS or could it be something else?
