Tightning parking brake?

So I've been reading around on here about how to tighten the parking brake. I was going to do the thing where you tighten the bolt on the bracket but after watching how it worked, I started to wonder if I tighten that bolt will it put a constant pressure on the brakes (even when the parking brake is off)?

you just tighten it enough to make the e brake work when handle is pulled up a good place is about half way thru its travel that way it works but its not going to drag the brakes
As I recall, the procedure is to loosen the cable tensioner, then using the adjusters on each drum tighten up until the drum begins to drag. Back off the adjusters slightly, then tighten up the cable tensioner.
Thats the basic procedure for the 35 anyway.
