testing fuel pump on nonrunning motor?

Forgive me if this question is painfully stupid, but how do you test your fuel pump to rule it out when your jeep won't run to begin with? (Mine cranks but won't fire). I punch the schrader valve in the fuel rail, and certainly get a little spurt of fuel, which makes me think I don't have a fuel problem, but I'm re-examining all possibilities, wondering if I'm just not getting enough fuel?

Use a fuel pressure gauge and put it on the shraeder valve. turn the key to on, to prime the pump. You need around 31 psi. If is significantly less i would look at the fuel filter and/or pump.
I would pull a spark plug and check for spark also, just to rule out a bad cps or another issue.
