Default t case problems

i rebuilt my np 231 out of a 99 and after i was done it wouldnt shift. when i took it back apart it looks like when you try to shift it it rakes the gear selector out of alignment is there supposed to be a spring or somthing on the bottom of the rod as well as the top or what any ideas?

The mode shift fork has a spring on the rod on the rear side.
