is it supposed to get this bad of gas mileage?? i hope not

so this is my first jeep its a 1996 cherokee country 2wd, i know its not supposed to be getting super gas mileage or anything, but i filled up yesterday drove it around because i was excited to be owning a jeep, drove to pick a part today to look for a new fan shroud mine is missing, and drove home, i put about 173 miles to a full tank, it cost me around 45 dollars of 89 octane to fill it up...
is that normal? i dont have any check engine lights, except for today when i replaced the water pump and radiator it came up with a p0171 out of nowhere but i thought maybe i possibly hit the o2 wires, so i erased it and made sure the wires were okay no more code, so far now, i put about 40 miles on it and it ate over a 1/4 tank already...
it was having problems where i came to a stop and it would heat up, so i replaced the fan clutch and thermostat put a 195 in it still had problems, so today i replaced radiator and water pump and rad cap hopefully tomorrow it wont get hot, i have had to drive around with the heater on.. it doesnt loose any water, no water in oil so well see what happens tomorrow...
but my main concern is the gas mileage its gonna drain my bank to go 170 miles and pay 45 bucks again...
and its not getting really hot in the red its just getting more then 210 im not comfortable with that ill put a pic id rather fix it then have to replaced a head or headgasket

There has to be some sort of leak...I can't imagine burning that much fuel.
I would pull the plugs and look at them. If they are wet and smell like gas you'll know. If nice coffee with cream color and dry, it is running fine and the problem is elsewhere.
How many RPMs are you turning at 65 MPH, for example?

WOW that is really low!!
I'm more interested in the high temp issues... I have done the same and SpyderJeep gets hot in traffic.
Maybe we need to split this post ie. High temp and low millage...

This reminds me of a f-250 I had gotten form a buddy this truck would only get 6 mpg. I had it for 15 min and I had the brakes apart because they were draging so bad the truck wouldn't roll at idle. The truck got 12 mpg after that.
Also the o2 sensor is over looked on a lot of tune ups so it most likley needs to be replaced.

when i get more money to put into it i am definately ordering a 02 sensor and getting new plugs wires cap rotor and see how it does

on the freeway at 65 in overdrive its around 2000 rpms so far it hasnt gone past 210 and when moving its a little below the 210 mark, so i know i need that fan shroud its on its way..

2000 at 65 sounds perfect. Check your plugs...they will tell you a story.
210 on highway is perfect. A little higher sitting around idling is normal...your electric fan should kick on when the gauge is reading where yours is in the photo.
My temp gauge behaves just the same way and I'm not the least concerned. It changed not a bit when I put the new rad in.

i just ordered the fan shroud it should be here monday that should help im sure
Once it hits 220* the efan should kick on and cool it back down.
I agree with you though, I never had a car/truck/boat that loved to heat up so much at low speeds. You can use a ZJ fan clutch to replace the XJ one. Just get one from a 95-98 Grand Cherokee without MaxCool. Bolts in, no mods. It spins faster and should draw in more air at idle speeds.
