Stumbles badly at Low Speed

I have a '96 Jeep Cherokee Sport with a stock engine. When I start up and first take off the engine stalls and 'pops' like crazy and almost quits. If I put the pedal to the metal it quits missing and goes good. At about 40 miles an hour everything clears up and at highway speeds everything is fine.
Any ideas?

Some things to check:
Throttle position sensor can be tested with simple volt/ohm meter(search archives or google it for good articles)
Idle air control valve can be cleaned up and/or replaced.
maybe check for vacuum leaks, they can affect engine performance more at low rpms or idle and may not be noticeable at higher rpms.
Let us know if you find the problem(s)
