Strange parasitic draw problem.

annoying parasitic draw problem.
Hello, newbie here. In my 96 XJ, I have been noticing a parasitic draw recently. (didn't drive it for a week and battery was totally dead).
I tested current draw with everything shut off, and it was around 250mA. (I believe it should be under 50mA)
By accident I discovered the source of the draw. My brother had the multimeter hooked to the battery and I was pulling fuses under the dash, and burnt my arm on a metal "thing". So I unplugged it, and the current draw dropped to 10mA. All I know about it is it has three pins and looks like the picture below.
TL;DR, this thing is killing my battery, and what is it?
