Default Stopping rust - "surface restoration" ?

New here - bear with me!

I own a 2001 xj sport (had a 99 xj sport, rusted through) - not going to let that happen again - this one is just starting - inside the doors (between the door and the body panel / hinges), and a bit on the bumpers / lower area - not readily visible from 10 feet away, but you know how it goes - the car is white. I'm just starting to see the first few bubbles, and a little orange. No real rust yet.

I don't want to lose this one to rust - so what's the best way to attack this early? I don't really have a lot of time (and don't have the tools) to strip it down myself and sand it - so what do you suggest I do on a budget ?

I know that some of the paint places are pretty cheap, but I don't trust them enough to actually eliminate the rust before painting over.

Maybe there's a guy on here in the New England area who does this kind of work?
