Hard to say, they don't turn up much any more. So it is a bit tough to figure a "going rate". Perhaps $100-200 - ish. Which has more to do with it being a rare factory option, and less to do with its usefulness or good design. If the person doesn't know that it is a rare option, they may let it go for $25 (because they see it as just a common item - chunk of rusty metal).
I paid $100 for the other type of factory carrier. And did not get some of the support pieces that are behind things. Or hardware. Got the important stuff. Hardware can be bought and pieces of metal can be fabbed for the support pieces.
Make sure you get everything. Since you can. Might be best to take the whole bumper and end caps. I betting that there are some support pieces in the inside behind the plastic for the 2 mounting points on the rear quarter.
All I can find at the moment is the parts diagram for my type. Otherwise I would post one. Might not be a bad idea to try and find one to get an idea of what you want to be sure and take.
Just so happens I have one I am about to sell local soon as I find all the parts in my garage. Get all the support brackets and bumper, it will be useless without. Most people don't get the support bracket for the upper quarter panel hidden behind the interior panel. You will need to remove tail light to get to some of the bolts if I remember correctly, I know the tail light shares 1 or 2 bolts with the inner bracket. Check those pivot/swing points. the bushings would be hard to find if at all. I would open it and lift up and down while looking at those bolt/bushings for play.
I will be asking $200 for mine as I have redone all the paint and hardware to shiney new showroom looking. I would offer $50 if you have to remove.
If your laws don't permit you to cover license plate, like that will, then you need to also get a plate relocation setup. I was going to use a wrangler setup as its just a surface mount with light as required in my state.
