Steering wheel off center - draglink adjustment?

Default Steering wheel off center - draglink adjustment?

Hey guys,
New cherokee owner, going through the list of things I need to fix on this thing and right now I want to get the steering wheel back to dead center 12 o'clock.

XJ doesnt pull to one side at all while driving so I think the alignment is alright but whenever the last one was done or at some point in the past they didnt properly align the steering wheel along with the front end, so when I am driving straight the wheel is at about 1 o'clock to the right and its really getting on my nerves.

Can this be adjusted with the draglink under the front and if so what is the proper way to adjust this? Do I leave the Jeep on the ground and loosen the two bolts then turn the wheel counter clockwise inside the vehicle until the wheels centered, then tighten the bolts back up or is all the adjustment done with the vehicle jacked up under the front end?
