Definitely some grade 8 hardware. Torque to 70 ft/lbs. Maybe some anti sieze on the threads? I dunno, I've never touched the steering box bolts but it doesn't sound like a half bad idea.
But you posted this yesterday morning, how'd it go?

Heat up where the bolt threads through really well with MAPP gas, use some quality vise grips and just go to town on them. Use an aftermarket spacer and grade 8 bolts. The zinc finish on them will not corroded to the steering box. Use fender washers on outside of the frame if you don't have an aftermarket bumper tie in.

Thanks for the advice it went pretty smoothly installed a good used box because getting the snapped ones out wasn't working so well used the grade 8 bolts with anti seize and some thick washer along with a tie in bracket and so far so good
