Starting problem

As of yesterday my 98 XJ started having a rough start-up problem. Here are the details: when I try to start it the jeep turns and turns and turns without firing, so to get it to start I have to pump the gas pedal and then rev it up for a little bit to keep it running. If I take my foot off the gas pedal too soon she just shuts right down
however after a good minute or so of reving it she stays on and runs normally....could this be the fuel pump?? Any help is greatly appreciated!!
