Spiked Voltage Meter, Gauges going crazy

I have a 1999 Cherokee Sport 4.0, I replaced the belt and alt. yesterday because I was having power issues. Turns out the alt. was not the issue and I am still having strange electrical problems.
Sometimes the gauges die completely or the voltmeter spikes to 19+.
I read in another thread that it could possibly be the grounds to the PCM and the battery temp. sensor. That was for a 97' but I will check both of those and clean the connections.
I was wondering what else it could be? Possibly fried out PCM or can I replace just the power reg.
Any input would be appreciated.
