speedometer goes up with key on

speedometer goes up with key on
I'm having issue with my speedometer on a 93 4.0 when I turn the key on the speedometer goes right to 25 mph and stays there even after starting. When I turn the key off it will go back to zero after about 30 mins... Any ideas on what issue might be?
