Shift issues

Shift issues
I have a 89 xj with i6 automatic... No matter what, my jeep shifts at 2600... I can manually shift and it will reach approximately 5600... I have read some threads of similar incidents but no real answer.... Could it be my tps or tcm? Maybe my kick down cable... Maybe a vacuum leak? What do you guys think?
