Serpintine belt problem

Ok so I bought a new belt for my 92 cherokee and to get the new belt back on I tried to loosen the power steering pump and even though both the pivot bolt and the adjusting bolt are loose, the ps pump will not move. I've tried leveraging with wood blocks and it still doesn't move. Any ideas?
So you haven't gotten the old belt off yet? I feel like my dad and I do this every time we change a serp belt on a 4.0l. We always end up loosening to wrong bolt or something. Ha loosen some others and see if it moves any?
