Default Serpentine Belt

I'm trying to replace the serpentine belt on my '98 cherokee sport. For some reason the pulley you have to loosen seems stuck. From what I've heard, you have to loosen the bolt in the middle of the pulley, and then loosen the bolt kind of beside it. For some reason, when I loosen the second bolt, it doesn't seem to move. Is that normal?

I happen to have mine out, so this is what you are dealing with. This is all hidden, of course and this is backwards from position. You must loosen the pulley bolt a lot . you can even remove it The long bolt is your adjuster, so you can see there is a lot of play. You must do a lot of turns to get it appreciably loosened. It is in the location where I could pull the belt off.The top lightened part on the bolt is the tight position. An application of some lubricant would be in order.
