Default Seat belts

So today I realized that neither the drive or the passenger seatbelts are working in my '91 XJ Laredo. By not working, I mean they don't tighten when I give them a good yank. Has anyone else encountered this before??

This may not apply, but try this: Get going down yer favorite test road (no traffic) about 40+ mph. Now jam on the brakes pretty good.. don't try to lock 'em up, just a quick steady pressure so it kinda pulls you forward in your seat.. Now give the belt a quick jerk forward. Do they lock now?

mine dont lock up or adjust also

I have a 94 sport and my seatbelts do not lock up either, even with a hard quick jerk.

They lock at the latch plate, not the shoulder.

u saying that they not supposed to lock at the mechanism when u jerk them really hard? u sure?
