Scratching my head. Draw on battery, fuse block always has power?

Scratching my head. Draw on battery, fuse block always has power?
hey guys im coming out of my lurking ways for some guidance. my 97 4.0 has a draw and I searched here the past week or so, I did run a meter in series and pulled every damn fuse in the jeep and could not get the draw to go down. I did however isolate the fuse block under the hood as to where it is coming from....i think
but since i was worried i had done something wrong just encase i grabbed a test light and with the vehicle off, no key in the ignition, no nothing i was still getting power to both sides of the fuses under the hood...should I be getting power there when the vehicle is off?
The ignition in the column doesnt work, the PO wired it all to a toggle button and a push button....which is where im thinking my problem could have started? would a bad ingition cylinder be stuck "open"?

Yeah of the various gadgets, half of them are switched by relays, and half of them have grounds controlled by the PCM. It might be a good idea to figure out which ground has some current.

There will be fuses that are hot, even with the key off. Look harder at the janky wiring the previous owner hacked in.

Lol the fire extinguisher is always within reach.
I swear I've pulled every relay, fuse and plugs I can. I must be missing something. Dumb question but there's only two fuse panels right? I'm back out at the shop now checking again.

alright lil update for those interested, im basically back to where i started saturday morning. Have yet to figure out what the drain is and it was pissin me off so I called it a day.
Although despite killin my entire dash and the ignition fuse somewhere along the way shes back together, still running good but still killin the battery...
the search continues, Im out of ideas for the day

thats the plan for now im dumbfounded at this point, i cant wait till its something stupid and an easy fix (crossing fingers)
