Default Scock issues

Y top 4 shock bolts on the rear i snapped the heads off is there any way of fixinf it without tapping new holes

In a word, no. This was one place Jeep could have designed the vehicles better. It's a very common problem area, especially in rust prone areas.

You can knock the welded nuts out with a punch and hammer, than snake down some bolts from the top. Pretty quick and easy, try searching, and you will find a bunch of threads.

I was thinking to try n just use self tappers and try n break through the old holes with the screws still in them do you think this will work and if so are they strong enough

Ir even buy bar pin elininators / shock cheaters n weld the one side to the body/frame then ill have an accesable bolt so no futur problems?

I think you are trying to make this harder than it actually is. Bpe's do the same thing, where you fish a bolt down from the top. It only takes about 20 minutes per side. Just knock that nut loose, then tape fishing line to the bolt. Feed it in through the the top and pull the bolt through. Install shock and nut, and you are good to go.
