Rust issue.

Rust issue.
The New England winters and the toxic slushy solution the DOT is now using on our roads has finally caused the inevitable to occur...rocker rust.
Before anyone suggests cutting and welding, as of right now, I do not have the equipment, the skill or the time to do any of that.
The current situation:
I've had good success using PO-15 in other situations and would like to attempt use it in this situation as a temporary stop gap measure. My problem is trying to get access to the inside. I'm thinking of cutting a small hole at the rear of the rocker inside of the rear wheel well.
My question is will cutting such a hole give me access to the inside of the rocker? Even if it doesn't provide a lot of room, I believe it will be enough to do what I want. I already have a plan for dealing with the hole I create. Thanks.
