Rust on a 98 Cherokee

Hi,
I just bought a 98 Cherokee 2.5 Petrol and only noticed now that there is rust inside the car, on the fixation holding the front driver seat (see picture). Does that mean that the rust has traveled all the way from the outside and "eaten" the all body through to arrive inside? Or could it be (hopefully) rust that started from the inside (living in Iceland the cars here are almost always wet/damp).
