Whew! I topped off the radiator today and it only took less than a half gallon. I started it up and let it get up to temp... The lower radiator hose is squirting fluid out when it's up to temp. That a huge relief.

This has all be cleared up. One of his new (Well used) Neon injectors was stuck open and dumping fuel into the cylinder. Trashed the bad one and temporarily replaced it with a stock one. It's always wise to hold on to your old injectors whenever you upgrade them so you have spares just in case a situation like this happens. You can run one of your old ones along with the upgrade ones until you get a replacement. Now to find the coolant.
