Check your throttlebody and clean it up if its filthy inside along with your idle air control valve.

When the RPM dive occurs, does it help to shift into neutral as you're coming to a stop? I'm wondering if your torque converter isn't unlocking.

should i try putting in neutral before slowing down or attempt this when its diving? this happens very quickly so its not a lot of time to play with.

I suppose so, since it is happening quickly. However, I believe you stated that this is an intermittent problem, so it might be hard to tell if putting it in neutral before the "dive" occurs is actually affecting the issue in any way.

Need sparkplug wires, spark plugs, or corrosion cleaned off of rotor cap terminals or a combination.

I am having the same issue. For me at least it is not an intermittent issue, it only happens when I let of the pedal when I am traveling at speed, say above 30-40 MPH or so.

I have recently rebuilt the entire motor and replaced every sensor besides the TPS and IAC. I have brand new distributor, cap, plugs, and wires. Don't see how these would be causing a throttle RPM condition.

I will eventually replace the TPS and IAC to see if this resolves the problem.

I think it is easier to tell if the torque converter is unlocking/locking properly is by hold the pedal at a constant speed then tapping the brake pedal. You should see the RPMs go up 250-300 or so.
