Fuel pressure spec is 49 psi (actually 49.2, but whose gauge is really that accurate?) plus or minus 5 psi. So if you're seeing less than 44.2 PSI, you have an issue with fuel delivery. Based on the other things you have said about that pump you installed, if cleaning the ground doesn't help, I would replace that pump. It really sounds like you have a defective one or possibly even the wrong pump.
Also, get thee a 1997 factory service manual. The FSM has specs like the fuel pressure in it, so that you don't have to guess based on what internet mechanics have posted in the past. If you're on Facebook and want a free copy, join the Jeep Cherokee XJ Support Group:
https://www.facebook.com/groups/460176420859308/
They have copies of many years of manuals under their "Files" link on the left hand side of the page, including the '97. Here's a direct link to it, but I don't think you'll be able to access it unless you're a member:

If you'd rather pay for it, you can also get a PDF from Pacific Coast Manuals. Their page says they're $8, but then they actually charge you $15 when you check out. The big advantage to paying for a legitimate copy is that it's all one big searchable PDF, whereas the free one above is broken up into smaller PDFs for each chapter, which makes searching for something difficult sometimes.

There are two big problems with Haynes and Chilton manuals. One is that they're incomplete and leave you guessing about a lot of stuff that should be in them. The other, perhaps even more important, is that they're written for a range of years and will often show parts or procedures that don't even apply to your vehicle, leading to confusion and frustration. In either case, you end up going to the internet to fill in the gaps, where you find even more conflicting information.
The FSM is written for a specific year and reflects changes made for that year. It's also pretty complete. Once you start consulting it, you'll wonder how you didn't just give up and jump off a bridge without it.

As far as I'm concerned, Haynes manuals are garbage. I threw mine away. Get a real FSM, and it's like turning on a light switch and realizing you've been fumbling in the dark all this time.
