Retarded turning signal/electrical issue..is this a grounding issue?

Default Retarded turning signal/electrical issue..is this a grounding issue?

I have a 1998 Cherokee Sport. Bought this while I still lived in Phoenix from a little old man. Jeep was in excellent shape and looked like new.
Anyway we brought this back with us to New Hampshire when we moved back.
Never had weirdo electrical issues in Phoenix but..when we got back...she does not like the cold and rain it seems.
I remember reading about poor grounds in the lighting system...seems like some are behind the tailights or headlighs...but can remember.
Either way here is what she does.
Some days the turn signals work some days not...some days it is the right...some the left. But now even when they do work they won't when the headlights are one OR...you step on the brake.
Even more retarded is when the headlights are off and the dash lights are at normal brightness ( like the radio )...when you step on the brake...the dash dims.
Friggin weirdo. Would actually seem like a high resistance short to ground somewhere rather than a ground loose but...car electrical is odd anyway.
Anyone have a clue.

Check the tail lights, and turn signals. For rusted bulb sockets.

To answer about which lights.
All blinkers work all the way around until the headlights are turned on...then they stop.
This is much like when you wire a trailer lights wrong and then the trun signals stop when the headlights are on or the brake is apllied.
Plus it is random.....as in sometimes the blinker won't work even without headlights on...then....start it up later and they work again.
Even with the headlight or brake lights making them fail...even that comes and goes.
Must be a connection issue as it seems to act up the most when we are below freezing.
I know it sounds weird and it is...it is not consistent in how they work or fail....again sometimes it is just one blinker or both....and even swap sides as to which one works and which does not.
Now when they don't work even the dash blinker indicator fails...it is off or..barley lit...and again NO blinkers on the exterior will work when it fails....ie right side failure...no blinker light on the dash and none outside. This was how we knew first something was up as the dash indicator was dimly lit and not blinking...neither were any blinkers.
Now from an exterior light standpoint..the brake lights and headlights always work fine no matter what.
