mine does that too. i just shift it like a manual. been like that since i bought it like 5 years ago. it's only my trail rig, besides, i kinda like it not shifting into 2nd on the trail. only thing is, it skips 2nd when i shift it on the road.
i first thought it was the tcu, so i swapped it and still nothing.
then others said it was my tps, swapped that, and guess what.... still nothing.
so, i don't know. gonna just live with it. i'm used to it now anyways.

but mine does it at 0 mph has nothing to do with shifting when i put it in drive and let off the brake it just sits there if i tap the gas it will jump forward then stop its self again but its not bad enough for my girl to notice drivin around but if you put in in reverse and let your foot off the brake it goes just fine like its supposed to with nothin holden it back like the brakes r on in forward but not in reverse i dont get it

im not too good with auto trannsmisions i am pretty good with manual though i can take one apart and put it back together like its my job.. but ill try to figure this out.. does it smoothly stop after you tap the gas or is it rough? does it roll if you put it all they way down into first or does it do the same thing.. if it does the same thing when you manually put it in first then try second if it goes when you put it in second its your tranny for sure.. try these things and tell me what you find out

okay well if it was the brakes it should do the same thing in reverse but its worth a look .. pull of the rear wheels and if you cant get the drum off without alot of force id adjust the e brake cable and for the front rotors take the wheel off and see how hard it is to spin the rotor by hand .. you can also adjust those
oh yah - I've also seen the bind up thing happen ( not on a jeep) when the p-brake cable has snapped inside the drum - loose end got lodged in the shoe, and was jamming the brake up in one direction only.

of course it was on level ground and fluids were alright i think ulendo is on the right trail because i just recently posted on another forum about a clunk comin from my rear wheels not while drivin but when i grab and shake them some one told me if rear wheel bearings were bad endplay would be so bad would cause rear brake issues is rainin bad right now but i think my rear brakes and wheel bearings r crud
would excesive endplay cause my rear shoes to pop out of place or am i back at square one??
