Default Replacing serpentine belt and can't figure out power steering adjustment

I see my 1989 Cherokee 4.0 has a bolt below it to adjust the belts tension. Belto gave a good write up on how to change the belt. When loosening the tensioner belt below the power steering pump should the bolt head be fixed somehow to the power steering pump? My bolt is backing out of the power steering pump without the pump moving. Maybe there's a bolt I haven't loosened. If the bolt does run out did I break the clip that holds it to the power steering pump. I see the nut that the bolt rides on is also adjustable, but something has to hold the power steering pump to the bolt so it does not swing back in. What holds it? Thanks!

I think that's the one by Belto that I referred to:

He doesn't describe what I asked about the bolt though. I'll ask him on that thread.

there are a couple other bolts you have to loosen so it will swivel to loosen the belt.
a simple look will determine the exact bolts.

there is one on the bottom, under the pulley. you may have to reach it from under the jeep.
