Default removing oxidation, rust from 89 Cherokee

Hi all,
Sorry if this post is in the wrong section. My 89 Cherokee has some rusted out holes in the panel under the door and oxidized places all over. My wife's car is also oxidized all over and has some surficial rust. I'm a newbie and need some advice on how to fix these issues.
From what I've read so far I guess first I should try polishing compound and waxing with a polisher to remove oxidation. Maybe with the $40 polisher/sander from Harbor Freight?

Do I use two different texture bonnets for polishing and a third kind of bonnet for waxing? What cheap compounds and waxes do you guys like? Anybody have a website with step-by-step instructions for the process? I read that 5-6 coats of Rust oleum enamel can by applied (wet sanding in between) by poly roller for a cheap paint job. I guess that's an option if polishing doesn't work?
How do I fix the surficial rust (on wife's car) and the rust holes in the Cherokee? Thanks for help on any of these questions!!!

Holes: cut away the rust and weld in my panels.

"Oxidation"- doesn't look like oxidation to me. I'd say that was a lack of clear coat.

Try polishing it with a high grit polish keeping the surface wet with a spray bottle then progressively work up to a lighter polish them glaze it. If that doesn't bring back a some.... Paint time

I agree. That isn't paint oxidation, it's failed clear coat. The only fix for that is to sand it down to base coat, wet sand and re-spray the clear.

The rockers- best course of action is as stated- cut out the rust- ALL of it- and weld in new panels. Any other fix will be temporary.
