Removable panel behind headlight door impacting cooling?

There's a removable air intake panel behind the headlight door/bezel. One of my jeeps doesn't have the panel in place, the other does. I am wondering who has the panel in place, who doesn't, and whether any of the guys with overheat problems have the panel in place.
I have no idea what the panel is for.

I don't think that panel would make too much of a difference for cooling. Having things that block the radiator such as large lights, winches, etc. I think would impact the cooling more.

For me, I'd say pulling the panel would be the obvious test. But I am wondering what it's actually for.

The temp sender, which is the one up near the firewall, is not in the coolant path. It measures the block temperature.

+1 on this. The only thing that lowered my cooling temps were to just address the radiator, and temp sensor.
