Default Removable panel behind headlight door impacting cooling?

There's a removable air intake panel behind the headlight door/bezel. One of my jeeps doesn't have the panel in place, the other does. I am wondering who has the panel in place, who doesn't, and whether any of the guys with overheat problems have the panel in place.

I have no idea what the panel is for.

I don't think that panel would make too much of a difference for cooling. Having things that block the radiator such as large lights, winches, etc. I think would impact the cooling more.

Agreed. The thing that got me thinking about it is the temp sender is monitoring the block temp, not the coolant temp. I am thinking that heat may be building up under the hood. I have a 93 and a 95. The 93 rides a needle's width below straight up, always. The 95 rides between there and a needle's width above straight up. When I tow my boat it goes higher, this didn't happen with the 93. The 95 has had every part on the cooling system replaced, as did the 93 when I first got it. The only difference between the two is the 93 has the panel removed, the 95 does not.

For me, I'd say pulling the panel would be the obvious test. But I am wondering what it's actually for.

The temp sender, which is the one up near the firewall, is not in the coolant path. It measures the block temperature.

usually those panels are used to force air into the radiator instead of the air going around the radiator and between the headlights.

+1 on this. The only thing that lowered my cooling temps were to just address the radiator, and temp sensor.
