Is a relay for power door locks in this pic?

Is a relay for power door locks in this pic?
This is the fuse panel in the passenger side of my 1999 Jeep Cherokee Sport. Is there a relay for the passenger door locks anywhere in this pic? If not, where might I find it? Thanks.

There seem to be several things that are marked as controlling door locks but the main one seems to be that larger silver 25A one that is partly under the bundle of wiring near the 12:00 position in your photo

There are no relays in the door lock circuit.
See JB layout below.
Fuse #15 powers the circuit when the ignition switch is in the OFF/Lock position.
Circuit Breaker #28 powers the circuit when the ignition switch is in the RUN or ACC position.
See JB layout below.

Can this circuit breaker be reset, or if it's causing the power locks to not work is replacing it the only option?

Remove the CB and using an Ohmmeter see if it is open or closed.
